Karnataka Voter Drive Hits Snag: Tracing 2002 Records Proves Difficult

The Special Intensive Revision (SIR) of electoral rolls, involving door-to-door visits by Booth Level Officers (BLOs), has begun in Karnataka. However, voters and officials are encountering persistent problems in linking current entries to the 2002 electoral rolls, a challenge that was also noted during the earlier voter mapping phase.

According to official figures, Karnataka had achieved over 91% voter mapping before the door-to-door visits. Yet, BLOs and residents report that even where mapping was completed, discrepancies have resurfaced when attempting to verify old electoral roll details. Records that previously matched now show mismatches.

Many voters are unable to recall their previous enrollment locations, and the Election Commission of India (ECI) mobile app, designed to help locate the required information, has often failed to retrieve the necessary data. In areas such as Pulakeshi Nagar, Hebbal, and Frazer Town, residents said the digital tool ‘Search Your Name in Last SIR’ on the citizen services portal — which provides metadata like Assembly constituency, part number, and serial number to identify a voter’s 2002 entry — did not yield results. BLOs confirmed that in many instances these details were not generated, hindering the tracing of old records.

The BLOs attribute this to spelling variations or improper digitisation of older records. “The search results in a data mismatch error when tried during self-mapping,” one BLO explained.

While some voters are aware of the process and have successfully filled forms online, many remain uninformed about their mapping status and complain that BLOs have not visited their homes. Resident Mallesh Kumar of Hebbal said filling the form took less than five minutes after he learned the process through an ECI video guide. However, others reported that even when filling the form online, the required details did not appear.

Another common issue stems from the delimitation of constituencies in 2008. Many voters noted that their current Assembly constituency did not exist in its present form in 2002, or did not appear in the list at all. This problem is particularly acute for families who have moved residence in the past two decades.

BLOs pointed out that many 2002 electoral records were filled manually, mostly in Kannada. Subsequent digitisation introduced minor changes, including spelling variations. Voters themselves acknowledge differences in name spellings, addition of extra letters, or expansion of initials across documents, leading to matching failures and data mismatch errors.

The Election Commission guidelines advise that voters should not withhold the enumeration form simply because they cannot trace their or their relatives’ details in the 2002 electoral roll. In such cases, the physical form should be filled and submitted to the BLO, who will assist in resolving the issue.
