Karnataka MP urges deadline extension for crop insurance premiums amid rain deficit and server issues

Shivamogga Member of Parliament B.Y. Raghavendra has written to Karnataka Chief Minister D.K. Shivakumar, urging an extension of the deadline for premium payments under the state's weather-based crop insurance scheme. The request comes as the state faces a significant rainfall deficit and technical hurdles that have prevented many farmers from paying their premiums on time.

In a letter dated July 30, Raghavendra highlighted that Karnataka has recorded an average rainfall deficit of 34% this monsoon season. The situation is particularly severe in Shivamogga district, which has seen a deficit of 44%. The weather-based insurance scheme, which covers horticultural crops such as areca, pepper, ginger, and mango, had set the premium payment deadline for July 31.

However, many farmers have been unable to meet this deadline due to financial constraints and technical issues. Previously, farmers could pay their premiums through Common Service Centres (CSCs). This year, the payment process was changed to require payments only through cooperative societies or banks. According to Raghavendra, this change caused difficulties, with many farmers reporting server problems and other technical glitches that prevented them from completing their payments within the stipulated time.

In his letter, Raghavendra urged the Chief Minister to consider the financial hardships faced by farmers, especially in light of the rainfall deficit that has already affected crop yields. He requested an extension of the premium payment deadline to ensure that farmers do not lose coverage under the insurance scheme due to factors beyond their control.

The weather-based crop insurance scheme is designed to protect farmers against losses caused by adverse weather conditions such as drought, excessive rainfall, or temperature fluctuations. The scheme is crucial for farmers growing horticultural crops, which are particularly vulnerable to climate variability. By paying a premium, farmers can receive compensation if weather conditions fall below or exceed predefined thresholds.

Raghavendra's appeal underscores the challenges faced by farmers in adapting to new payment systems and the need for administrative flexibility during periods of distress. The government has yet to respond to the request for an extension.
