Karnataka directs insurers to release crop claims for drought-hit farmers

The Karnataka government has directed crop insurance companies to release pending claims to farmers in drought-affected areas. The decision was taken during a meeting of senior officers in Bengaluru on August 14, according to official sources.

In a separate order issued for Belagavi district, the government has allowed insurance companies to invoke the mid-season adversity clause and settle claims for green gram and black gram crops. This applies to 23 gram panchayats in Ramadurg taluk and six gram panchayats in Yaragatti taluk. The clause is typically used when crops suffer significant damage during the growing season, enabling farmers to receive compensation without waiting for the full harvest assessment.

The district-level monitoring committee, headed by the Deputy Commissioner, has been tasked with coordinating with insurance companies to ensure the claims are processed smoothly. The committee will oversee the implementation of the order and address any discrepancies in the settlement process.

Crop insurance is a key support mechanism for farmers, particularly in regions prone to drought and irregular rainfall. The mid-season adversity clause allows insurers to assess crop losses at an intermediate stage, providing timely relief to farmers who might otherwise face financial distress. The government's move is expected to benefit hundreds of farmers in the affected talukas who have suffered crop failure due to insufficient rainfall.

The order reflects the state's efforts to expedite relief measures in drought-hit regions. Agriculture is a primary livelihood for a significant portion of Karnataka's population, and delayed insurance payouts can exacerbate rural distress. By allowing the mid-season clause, the government aims to shorten the waiting period for compensation.

Local officials have been directed to ensure that all eligible farmers are identified and that the claims process is transparent. Farmers would need to provide necessary documentation, including land records and crop loss assessment reports, to support their claims. The district monitoring committee will act as a bridge between farmers and insurers to resolve any issues.

The decision comes amid broader concerns over the impact of deficient monsoons on agriculture in Karnataka. Several districts, including Belagavi, have reported below-average rainfall this season, leading to crop damage and water scarcity. The state government has been reviewing the situation and has taken various steps to support affected communities.

While the notification specifically mentions green gram and black gram for the selected gram panchayats, the overall directive to release claims may also cover other crops and regions, as per the government's broader policy on drought relief. The meeting in Bengaluru also reviewed the progress of existing insurance claims and the need for faster processing.

The government has not specified the total amount of claims to be released or the number of farmers covered under this directive. However, the move is seen as a proactive step to mitigate the financial impact on farmers in the worst-hit areas.

Farmers and agricultural associations have generally welcomed the decision, though they await the actual disbursement of funds. Timely release of insurance claims is crucial for farmers to plan the next sowing season and meet their immediate financial needs.

The state government has urged insurance companies to comply with the order without delay and to maintain transparency in the settlement process. Any failure to adhere to the directive could attract regulatory action, officials said.

This development is part of a series of measures taken by the Karnataka government to address the challenges posed by drought. It underscores the importance of effective implementation of welfare schemes at the grassroots level.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
