Karnataka Bandh Aug 13: Transport, Trade Likely Hit; Schools, Essential Services to Function

Various Kannada outfits have called for a Karnataka bandh on Thursday, August 13, from 6 a.m. to 6 p.m., to press the State's demand on the Cauvery water dispute and highlight major irrigation and development issues, including the Kalasa-Banduri and Mekedatu projects. The shutdown is expected to affect public transport, shops, and commercial establishments, while essential services such as healthcare, pharmacies, and banks are likely to function normally. Schools and offices are also expected to remain open.

Support for the bandh is still evolving. Hotel associations, cab and autorickshaw unions, and traders' bodies are expected to announce their decisions by Wednesday evening after meetings with their members. Veteran Kannada activist Vatal Nagaraj has said the bandh will go ahead regardless. As a precursor, his group has called for a demonstration with "brooms" at the Majestic Bus Stand in Bengaluru on August 12, a symbolic gesture used in past protests.

In a significant development, private schools, including those affiliated to the Karnataka Associated Management of Schools (KAMS), have withdrawn their earlier advisory recommending closure on the bandh day, citing the loss of academic days. KAMS has, however, expressed moral and peaceful support for the cause of protecting Karnataka's legitimate interests in the Cauvery water dispute. "As a symbolic gesture of solidarity, school management representatives, teaching staff and non-teaching staff may wear a black ribbon or black strip on the day of the Bandh, without disrupting academic activities," said D. Shashikumar, General Secretary, KAMS.

The association has also advised member schools to use the occasion as an educational opportunity. Students from Classes 5 to 12 may be provided with age-appropriate and factual awareness about the history and background of the Cauvery water dispute, Karnataka's dependence on Cauvery water for drinking, agriculture, and livelihoods, the difficulties faced during years of deficit rainfall and water scarcity, as well as the reasons behind Karnataka's concerns.

The bandh is a direct response to the Cauvery Water Management Authority's (CWMA) directive to Karnataka to release water to Tamil Nadu. Mr. Nagaraj, who initially announced the protest against this directive, clarified on Tuesday that the bandh would also highlight the Kalasa-Banduri and Mekedatu projects. The Kalasa-Banduri project is an ambitious plan to divert water from the Mahadayi river to the Malaprabha basin for the drinking water needs of north Karnataka, including Hubballi-Dharwad and Belagavi; it has been contested by Goa. The Mekedatu project, proposed on the Cauvery near Kanakapura in Ramanagara district, aims to provide a reliable drinking water source for Bengaluru and has faced opposition from Tamil Nadu.

The Cauvery water-sharing dispute is among the oldest inter-state river disputes in India, with origins in pre-independence agreements. The Cauvery Water Disputes Tribunal delivered its final award in 2007, which was subsequently modified by the Supreme Court in 2018. The court's verdict increased Karnataka's share of water but also stipulated monthly releases to Tamil Nadu, a condition that continues to stir resentment in Karnataka during periods of inadequate rainfall. The CWMA, along with the Cauvery Water Regulation Committee, was set up to oversee the implementation of the award.

Meanwhile, not all groups are joining the bandh. The Karnataka Kavalu Pade (KKP), after a meeting in Mysuru with various Kannada outfits, students' organisations, farmers' leaders, and progressive groups, has decided against participating. Instead, its members will stage a symbolic protest at Harding Circle, also known as Jayachamarajendra Circle, in the city. "Chief Minister D.K. Shivakumar has said that farmers and Kannada activists can rest, since his government has promised to protect our interests. As the CM has given such an assurance, we will lie down for an hour at the Harding Circle, starting 11 am," said KKP President Mohan Kumar Gowda.

A clearer picture of which services will be disrupted and which will function normally is expected to emerge by Wednesday evening as more associations announce their decisions. The organisers have said that emergency services will not be affected, but commuters and daily wage earners may face inconvenience if transport unions extend support. The bandh is expected to be peaceful and limited to the day.
