External Affairs Minister S Jaishankar will undertake a two-day official visit to Russia on August 23-24, 2026, to co-chair the 27th Session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC), the Ministry of External Affairs (MEA) announced on Friday.

The visit comes at the invitation of Russian First Deputy Prime Minister Denis Manturov, who will co-chair the session. The commission is the primary bilateral mechanism for reviewing and strengthening ties in trade, economy, science, technology, and culture between the two countries.

According to an MEA press release, during his visit, Jaishankar will also meet Russian Foreign Minister Sergey Lavrov to exchange perspectives on regional and global issues. The meetings are expected to cover a range of bilateral matters, including cooperation in multilateral forums such as BRICS, the Shanghai Cooperation Organisation (SCO), the United Nations, and the G20.

This will be Jaishankar's second visit to Moscow in less than a year. In November 2025, he attended the SCO Heads of State Council meeting and held high-level discussions with Lavrov, according to Russian state news agency TASS. That visit was seen as preparatory for Russian President Vladimir Putin's expected trip to New Delhi in early September 2026.

The IRIGC-TEC has been a cornerstone of India-Russia relations since its inception. The 27th session is expected to review the implementation of earlier agreements and explore new avenues for collaboration, particularly in sectors such as energy, defence, trade facilitation, and emerging technologies. Both nations have consistently emphasised the importance of diversifying bilateral trade, which has traditionally been dominated by defence and energy purchases.

Analysts note that the visit gains significance amid ongoing geopolitical tensions and shifting global alignments. India has maintained a balanced approach, engaging with both Western nations and traditional partners like Russia. The upcoming talks are likely to reinforce the strategic partnership while addressing practical issues of trade imbalance and payment mechanisms.

The MEA statement did not provide specific details on the agenda, but sources suggest that the two sides will discuss ways to increase Indian exports to Russia, address logistical challenges, and expand cooperation in science and technology, including joint research in space and nuclear energy.

Observers also point to the timing of the visit, just weeks before Putin's anticipated arrival in New Delhi. The co-chairing of the commission by Jaishankar is seen as a way to set the stage for broader bilateral discussions at the highest level.

The visit underscores the continued importance both countries place on their time-tested friendship, even as they navigate a complex international environment. The outcomes of the IRIGC-TEC session will be closely watched for signals on the future direction of India-Russia economic and strategic ties.
