Israel shuts UK Jerusalem consulate, expels diplomats over settlement sanctions

Israel on Tuesday ordered the closure of the British consulate in Jerusalem and announced a series of punitive measures against the United Kingdom, in an escalating diplomatic dispute over London's sanctions on Israeli settlers in the West Bank.

The Israeli government said it was also expelling British diplomats attached to a centre that oversees the U.S.-brokered ceasefire plan in Gaza, barring British trainers from working with the Palestinian Authority security forces, and banning 12 British officials from entering Israel.

Addressing journalists, Israeli Foreign Minister Gideon Saar said the British government's accusations were "outrageous lies". British Foreign Secretary Ed Miliband had earlier told Parliament that Israeli settler violence amounted to "ethnic cleansing" against Palestinians. Mr. Saar called the British position "morally distorted" and said it amounted to "blatant interference in the affairs of a sovereign state."

The actions come less than two months before Israel's national elections, scheduled for October 27. Prime Minister Benjamin Netanyahu has made West Bank settlements a central theme of his campaign, and the dispute with Britain has become a political flashpoint.

The British consulate sits in east Jerusalem, in the area Israel captured in the 1967 Six-Day War and later annexed. Israel regards all of Jerusalem as its "undivided capital" — a claim not recognised by most countries. The United Kingdom, like the majority of nations, does not maintain an embassy in Jerusalem, and its consulate has historically served as its diplomatic mission to the Palestinian people.

In announcing the closure, Mr. Saar said: "United Jerusalem is the capital of Israel and is under its full sovereignty. Any foreign activity in the area must be conducted through accepted and agreed channels and without violating Israel's sovereignty."

The UK has not yet issued a formal response to Tuesday's announcement. It has previously defended its sanctions, which were imposed in coordination with the United States and other Western allies. The measures target Israeli individuals and groups accused of attacking Palestinian communities in the West Bank. The territory, where 3 million Palestinians live alongside about 500,000 Israeli settlers, has seen a sharp increase in settler-related violence in recent years.

International law regards Israeli settlements in the West Bank as illegal, a position Israel disputes. The International Court of Justice in 2024 issued an advisory opinion saying Israel's decades-long occupation was unlawful and called for its end. Successive Israeli governments have rejected such findings.

The U.S.-brokered ceasefire plan in Gaza, which came into effect in January 2026, remains fragile. The monitoring mechanism was set up to verify compliance by both Israel and Hamas. The British diplomats being expelled were involved in that verification process, according to Israeli officials. It is not clear how their expulsion will affect the functioning of the ceasefire mechanism.

The decision to close the consulate and expel diplomats is one of the most significant punitive steps Israel has taken against a Western nation in recent years. It also signals a hardening Israeli posture toward European countries that have taken a critical line on its policies in the West Bank and Gaza.

Mr. Saar said the British moves, which he described as a "package of hostile measures", were aimed at influencing the upcoming Israeli election. He did not provide evidence for this assertion. The UK government has declined to comment on the election timing.

Diplomatic observers note that the Israeli action is symbolic as much as practical. The consulate closure will not sever diplomatic ties between the two countries; the British Embassy in Tel Aviv will continue to operate. But it is likely to deepen a rift between Israel and one of its traditional partners in Europe.

No date has been given for when the consulate will close, or when the other measures will take effect. The Israeli foreign ministry said further steps would be announced if Britain continued with what it called "discriminatory policies" against Israel.
