India, Seychelles Sign Extradition Treaty, UPI Deal; Modi Announces Rs 1,250 Crore Credit Line

Prime Minister Narendra Modi concluded a three-day state visit to Seychelles on Monday, during which India and the island nation signed nine agreements, including an extradition treaty and a deal to introduce India's Unified Payments Interface (UPI). Modi also announced a Rs 1,250 crore line of credit for priority development projects.

Modi was in Seychelles from June 27 to June 29 at the invitation of President Patrick Herminie. Before departing for New Delhi, he announced a special economic development package worth $175 million. The visit coincided with the 50th anniversary of diplomatic relations between India and Seychelles and the island nation's 50th Independence Day celebrations, where Modi attended as the Guest of Honour – the first Indian Prime Minister to receive this distinction.

During the visit, Modi addressed the National Assembly of Seychelles, another first for an Indian Prime Minister. He also met President Herminie and exchanged warm greetings.

Foreign Secretary Vikram Misri briefed reporters in Victoria, stating that the umbrella line of credit agreement of Rs 1,250 crore would be extended in rupees and used to support priority development projects. The extradition treaty aims to strengthen cooperation against transnational crime. A memorandum of understanding (MoU) on cooperation in the peaceful exploration of outer space was also signed.

India's National Payments Corporation of India and the Central Bank of Seychelles signed an agreement to introduce UPI, which allows instant money transfers through mobile phones. Seychelles also sought India's assistance in establishing artificial intelligence and cyber security centres and requested support for procuring an advanced light helicopter. Misri said Modi welcomed these proposals and assured that India would consider them positively.

Misri described Seychelles as an important partner in India's MAHASAGAR vision and its broader engagement with the Global South. He noted that the 'Guardian of the Blue Horizon' award conferred on Modi reflected his leadership on climate action and marine protection.
