India proposes mandatory annual dope tests for all commercial pilots

NEW DELHI: The Indian government is considering a significant overhaul of drug testing rules for commercial pilots, with a proposal to make annual dope tests mandatory for every pilot in the country. The move comes in the wake of an incident where a senior Air India pilot reportedly tested positive for drugs, prompting a broader safety review by the aviation regulator.

Union Civil Aviation Minister Ram Mohan Naidu said on Tuesday that the Directorate General of Civil Aviation (DGCA) is currently holding consultations with stakeholders to review existing regulations on drug tests for pilots. Under the current rule, only 10 per cent of pilots are randomly tested each year. However, the minister indicated that the government is leaning towards a stricter policy.

“One of the opinions from our side is that everyone has to go through it in the year at a random time,” Naidu said, adding that the final decision would depend on stakeholder responses. He acknowledged the need to balance safety imperatives with operational feasibility. “If we do 100%, if every pilot has to go through the dope test once a year, then what can happen, what can be the impact of that, that is what DGCA is looking at,” he explained.

The consultation comes after the pilot in command of an Air India flight from Phuket to Delhi on August 4 reportedly tested positive for drugs. The incident, which involved a sudden loss of altitude, left 20 passengers and four crew members injured. Air India has already initiated a one-time dope test for all its pilots, and other airlines are voluntarily doing the same, the minister said.

Separately, the Aircraft Accident Investigation Bureau (AAIB) is probing the cause of the altitude drop on the Air India Airbus A320, which was operating as flight AI 2379. The aircraft reportedly descended by about 300 feet without command. European aerospace manufacturer Airbus and France’s Bureau of Enquiry and Analysis for Civil Aviation Safety (BEA) have joined the investigation.

Naidu expressed confidence that a preliminary report would be available soon. “Everything is intact, the data recorder and everything is intact, the plane has also been in their possession… So I believe that we can expect some preliminary report very early from now,” he said.

The proposal to expand dope testing has drawn attention to the broader issue of substance abuse among aviation personnel. While safety experts argue that random testing is a deterrent, they also point out that the effectiveness depends on the unpredictability and frequency of tests. The government’s push for annual testing of all pilots is seen as a step towards strengthening the safety framework.

However, industry stakeholders have raised concerns about the operational impact, including pilot fatigue and scheduling challenges. The DGCA is expected to weigh these factors before finalising any changes to the regulations. The consultation process is ongoing, and no final decision has been announced yet.
