India condemns defacement of embassy in Slovenia, cites Vienna Convention

New Delhi: The Ministry of External Affairs (MEA) on Monday condemned the defacement of the Indian Embassy premises in Ljubljana, Slovenia, by what it described as “anti-India elements”. The ministry urged Slovenian authorities to take prompt action against those responsible for the incident.

In an official statement, the MEA said, “We condemn the defacement of the premises of our Embassy in Ljubljana, Slovenia by anti-India elements.” It also underscored the protections granted to diplomatic missions under international law, stating, “Under the Vienna Convention, diplomatic premises are inviolable and must be protected.”

The Vienna Convention on Diplomatic Relations, adopted in 1961, is the bedrock of diplomatic law. Article 22 of the convention explicitly states that the premises of a diplomatic mission shall be inviolable, and the receiving state is obliged to protect them against any intrusion or damage. The convention also mandates that all appropriate steps be taken to prevent any disturbance of the peace of the mission or impairment of its dignity.

The MEA said it had taken up the matter strongly with Slovenian authorities in both New Delhi and Ljubljana, and called for those behind the incident to be held accountable. “We have taken up the matter strongly with Slovenian authorities, both in New Delhi and in Ljubljana so that the perpetrators behind such reprehensible acts are held accountable,” the statement read.

The incident comes amid growing concerns among nations about the security of diplomatic missions worldwide. India and Slovenia have maintained cordial diplomatic ties since Slovenia gained independence in 1991, with formal diplomatic relations established in 1992. Slovenia is a member of the European Union and has often supported India’s positions in multilateral forums. The Indian Embassy in Ljubljana plays a key role in fostering trade, cultural, and political cooperation between the two countries.

Diplomatic observers note that the MEA’s reference to hateful propaganda and disinformation suggests a broader concern about organised efforts to spread narratives against India on foreign soil. However, the MEA did not elaborate on the specific content or origin of such propaganda, nor did it name any particular group.

In recent years, India has repeatedly raised incidents of attacks on its diplomatic missions abroad, including in countries such as Australia, Canada, the United Kingdom, and the United States. In many of these cases, host governments have been reminded of their obligations under the Vienna Convention to ensure the safety and security of diplomatic personnel and premises.

The Slovenian authorities have not yet issued an official response. However, the Indian MEA’s statement indicates that a diplomatic note has been handed over, and the matter is being pursued bilaterally.

The episode highlights the importance of international law in protecting the sanctity of diplomatic missions. Nations, regardless of their political differences, have a shared interest in upholding these principles. Unchecked attacks not only endanger diplomatic staff but also strain bilateral relationships and can escalate into larger diplomatic crises.
