Gig Workers Demand Fair Pay, Social Security in Telangana's New Aggregator Rules
Gig worker unions have called on the Telangana government to include stronger protections for drivers working with app-based platforms in the proposed Telangana Motor Vehicles Aggregator Rules, 2026. The unions submitted a set of recommendations to the Transport Department during the ongoing consultation process.
Among the key demands are a cap on platform commissions, comprehensive social security coverage, greater transparency in fare algorithms, and safeguards against arbitrary account deactivations. The unions argue that these measures are essential to protect workers from sudden income loss and unfair treatment.
Shaik Salauddin, an office bearer of the Telangana Gig and Platform Workers Union, told The Hindu that many workers have faced profile deactivations without proper notice, leading to sudden loss of livelihood. He stressed the need for clear policies on account suspension and deactivation, including an independent appellate mechanism.
The recommendations also call for a fair minimum base fare, with periodic revision of per-kilometre and per-minute charges in consultation with registered driver unions. The unions propose that drivers should receive at least 60% of the fare after applicable costs, and that surge pricing be regulated. A transparent ceiling on commissions charged by aggregators is also sought, as high deductions significantly reduce driver earnings.
Social security demands include health insurance of at least ₹5 lakh, term insurance of ₹10 lakh, accident insurance, pension, maternity benefits, and access to welfare board schemes. The unions also want refresher training and other welfare provisions for drivers.
To ensure accountability, the unions want aggregators to disclose the basis of fare calculation and incentives. They also demand that drivers not face ID blocking or suspension without prior notice, written reasons, and access to an independent appellate mechanism.
Other recommendations include written contracts in Telugu and Urdu, time-bound grievance redressal through an independent authority, mandatory consultation with registered driver unions before rule changes, and improved occupational welfare through rest areas, sanitation facilities, medical support, and emergency assistance.
