From Kumbh Mela to Bihar: India's recurring stampede tragedy

Stampedes at religious gatherings and festivals have been a recurring source of death and injury in India for decades. The recent tragedy at Bihar's Ashok Dham Temple, where seven devotees lost their lives in a crowd surge, is the latest in a long line of such incidents. Despite repeated occurrences, systemic flaws in crowd management and event planning remain largely unaddressed.

Here is a list of major stampedes that have shaken India over the years, highlighting a persistent pattern of inadequate safety measures.

1954 Kumbh Mela, Allahabad – On February 3, 1954, one of the deadliest stampedes in India's history occurred during the Kumbh Mela, the largest Hindu pilgrimage in the world. Over 500 pilgrims were killed in a crowd surge near the bathing ghats. The exact toll remains disputed, with some estimates exceeding 800.

1999 Sabarimala, Kerala – On January 14, 1999, a stampede at the Ayyappan temple in Sabarimala claimed at least 52 lives. The incident took place when a large number of pilgrims rushed through a narrow mountain path, leading to a deadly crush.

2005 Mandhardevi Temple, Maharashtra – On January 25, 2005, at least 265 people died in a stampede at the Mandhardevi temple in Satara district. The annual pilgrimage drew thousands of devotees to a hilltop shrine, and the combination of rough terrain and inadequate crowd control contributed to the tragedy.

2008 Chamunda Devi Temple, Jodhpur – On September 30, 2008, a stampede at the Chamunda Devi temple inside Mehrangarh Fort killed at least 224 people. The incident occurred during Navratri, when a rumor of a landslide created panic among thousands of devotees, triggering a deadly rush.

2013 Kumbh Mela, Allahabad – On February 10, 2013, a stampede at Allahabad railway station killed 36 people. The station was overwhelmed by the massive number of pilgrims leaving the Kumbh Mela, and the collapse of a footbridge caused panic, leading to the disaster.

2018 Amritsar Railway Station, Punjab – On September 29, 2018, at least 59 people were killed in a stampede at Amritsar railway station. A crowd gathered for a Dussehra celebration was moving onto the train tracks when an incoming train caused a panic, resulting in a deadly crush.

Recent: Ashok Dham Temple, Bihar – In a recent incident, seven devotees lost their lives in a crowd surge at Ashok Dham Temple. Preliminary reports suggest that poor crowd flow management and inadequate barricading contributed to the tragedy. Local authorities have ordered an inquiry.

These incidents illustrate a troubling trend: despite better technology and improved infrastructure, stampedes continue to occur. Experts say the root causes remain unchanged – a lack of scientific crowd management, failure to conduct proper risk assessments, and insufficient coordination between temple trusts, local administration, and police.

Religious gatherings in India often attract lakhs of people in a single day, but arrangements frequently rely on ad-hoc measures rather than long-term planning. The absence of dedicated crowd-control strategies, including designated entry and exit routes, clear signage, and trained personnel, exacerbates the risk.

Authorities often respond to these tragedies with condolence gestures and promises of compensation. However, without a comprehensive national policy on crowd safety, the next major stampede seems inevitable. It is time for a systematic approach, encompassing modern surveillance, crowd-flow modeling, and mandatory audits of all large religious events, to break the cycle of tragedy.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
