FM Sitharaman to Introduce Taxation Amendment Bill on Day 12 of Monsoon Session

Union Finance Minister Nirmala Sitharaman is set to introduce the Taxation and Other Laws (Amendment) Bill, 2026, in the Lok Sabha on Tuesday (August 4, 2026), according to the revised List of Business issued by the House.

The Bill seeks to further amend the Payment and Settlement Systems Act, 2007, the Income-tax Act, 2025, and the Finance Act, 2026. Sitharaman will move for leave to introduce the legislation and subsequently introduce the Bill in the House.

The introduction comes on the 12th day of the Monsoon Session, which has been marked by repeated disruptions. A day earlier, on Monday (August 3, 2026), the Lok Sabha passed a Bill to increase the sanctioned strength of judges in the Supreme Court without any discussion. The passage occurred as persistent protests by Opposition members over police action against student demonstrators at Jantar Mantar and the alleged theft of offerings at the Ram Temple in Ayodhya continued to disrupt proceedings.

In contrast, the Rajya Sabha on the same day passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, which aims to revise the framework for MSME classification and support.

The Taxation and Other Laws (Amendment) Bill, if passed, would mark a significant change in several key statutes. The proposed amendments are intended to streamline tax administration and align with the newly enacted Income-tax Act of 2025, which itself was a comprehensive overhaul of direct tax laws. The Bill also touches upon payment settlement systems, indicating a move to integrate tax compliance with digital payment infrastructure.

The government has not yet released the full text of the Bill, but its introduction in the Lok Sabha is expected to trigger debate on its provisions. Earlier, the Finance Minister had indicated that the government would bring a number of amendments to simplify tax rules and reduce compliance burdens.

The disruptions in Parliament have raised concerns about the functioning of the House and the ability to transact legislative business. Opposition parties have demanded a statement from the government on the police action at Jantar Mantar, where students were protesting against alleged irregularities in recruitment examinations. The government has maintained that the police action was necessary to maintain law and order.

Meanwhile, the alleged theft of offerings at the Ram Temple in Ayodhya has become a political flashpoint, with Opposition leaders demanding a thorough investigation and accountability. The temple trust has said that an internal inquiry is underway and that the accused has been apprehended.

Despite the disruptions, the government has managed to pass some legislation in both Houses, but the pending legislative agenda remains heavy. The Monsoon Session, which typically lasts about three weeks, is scheduled to conclude later this month.

The introduction of the Taxation and Other Laws (Amendment) Bill is a key item on the government's legislative calendar. Observers note that the passage of the Bill could have implications for taxpayers and businesses, particularly those dealing with digital payments and the new income tax regime.

The Bill's provisions will be scrutinized by experts and stakeholders. The government has not indicated whether the Bill will be taken up for discussion immediately or referred to a parliamentary committee. The opposition’s stance on the Bill is not yet clear.

As the session progresses, the government will need to navigate the contentious political atmosphere to ensure smooth passage of crucial legislation. The Rajya Sabha's successful passage of the MSME Bill shows that some business can be conducted, but the Lok Sabha's repeated adjournments have limited its productivity.

The day's proceedings are expected to be watched closely by market participants and policy analysts. The taxation amendment Bill is part of a broader effort to modernize India's tax framework and improve ease of doing business.
