Floods in Assam need national solution, not just label: CM

Assam Chief Minister Himanta Biswa Sarma on Friday (August 7, 2026) said that the state's recurring floods require a “national solution” based on scientific interventions, rather than merely being declared a national problem. He made the remarks after visiting flood-affected areas in Mangaldoi, in the north-central Darrang district.

The floods this year have killed at least 98 people, most of them in the eastern districts of Sivasagar, Charaideo, and Jorhat. According to official estimates, the state experiences major floods up to five times a year, causing damage to crops, property, and infrastructure worth over ₱1,000 crore annually, along with significant loss of human and animal lives.

For decades, organisations such as the All Assam Students’ Union (AASU) have urged the Centre to classify the state’s flood and erosion crisis as a “national problem”. Supporters of the demand believe that such a designation would bring greater federal attention, funding, and coordinated action to mitigate the recurring disaster.

“Declaring floods a national problem is not going to work. We need a national solution with scientific interventions. We need concrete schemes on how Assam can protect itself if water comes downhill from Nagaland,” Mr. Sarma said.

The Chief Minister said the state could approach Prime Minister Narendra Modi for funds to implement the necessary measures, based on research and recommendations from institutions such as the Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs), Dibrugarh University, and Gauhati University.

He noted that Assam has long relied on embankments and geo-bags for flood management, but lacks a scientific mechanism to tackle the problem effectively. “Merely declaring floods as a national problem will not suffice,” he reiterated.

More than 77,000 people continue to stay in relief camps across the flood-affected districts. Officials said rehabilitation and restoration efforts have been stepped up, even as rivers flow above danger marks in several areas.

Assam, crisscrossed by the Brahmaputra and its tributaries, is among the most flood-prone regions in the country. The river, known for its heavy sediment load and changing course, causes widespread inundation during the monsoon. Effective flood control in the region is complicated by the need for coordination among multiple states and the trans-boundary nature of the river system.

The Chief Minister’s call for a national, science-driven strategy reflects a growing recognition that addressing Assam’s annual flood crisis requires more than symbolic declarations. Long-term solutions, including river basin management, advanced forecasting, and sustainable infrastructure, will demand sustained cooperation between the state and central governments.
