Fee for Challenging Answer Keys: Why NTA Charges While IITs and UPSC Don't

In any multiple-choice question (MCQ) examination, fairness, uniformity, and credibility depend on two conditions: every question and its answer key must be scientifically and legally correct, leaving no scope for ambiguity; and every candidate's marked response must be accurately captured and evaluated. An error in either process can affect the rankings and future of thousands—or even millions—of candidates competing for limited seats in high-stakes examinations.

Achieving perfection is challenging. Human error is inevitable, even when questions and answer keys are prepared by experts. In pen-and-paper examinations relying on Optical Mark Recognition (OMR), technical limitations can lead to incorrect recording of responses. Such issues are absent in computer-based tests, where responses are captured digitally.

To address these concerns, examination agencies have introduced post-examination transparency mechanisms. After Re-NEET 2026, the National Testing Agency (NTA) implemented a two-stage review process, allowing candidates to challenge provisional answer keys and later verify scanned OMR responses. However, candidates must pay Rs 200 per objection.

This raises a fundamental question: Should candidates pay to identify errors that arise from the examining agency's own processes?

Until about two decades ago, India's large-scale MCQ-based competitive examinations were virtual black-boxes. Candidates could not retain question papers, and official answer keys were withheld. The transparency framework today evolved through judicial interventions and technological advancements.

In 2014, the Delhi High Court directed the IITs to invite objections to provisional answer keys. The IITs institutionalised this across JEE (Advanced), GATE, and JAM, never charging candidates. Subject experts examine every representation, and accepted corrections are incorporated into final answer keys applicable to all candidates.

CBSE, then conducting JEE (Main) and NEET, adopted a similar mechanism but levied a fee per objection. Later, UPSC adopted a transparency framework for Civil Services (Preliminary) Examination 2026, inviting evidence-based objections without any fee, requiring three authentic academic references per objection to discourage frivolous ones.

The rationale is straightforward: an incorrect answer key affects every candidate who attempted the question. Correcting errors strengthens the integrity of the examination system, rather than addressing an individual grievance. The NTA's fee structure contrasts with these practices, prompting debate on whether such charges are justified.
