Protests in Pakistan-administered Kashmir have intensified over the past week, with security forces reportedly using assault weapons and sniper fire against demonstrators. The Jammu Kashmir Joint Awami Action Committee (JKJAAC), which is leading the protests, claims more than 50 people have been killed. The unrest follows months of demonstrations against a three-phase election that protesters allege is rigged, and which is scheduled to conclude on August 11.

The movement, which emerged after the COVID-19 pandemic to campaign against rising prices of essential items like flour, has evolved into a broader demand for greater political representation. Protesters are particularly focused on 12 seats in the 53-seat legislature reserved for refugees from Jammu and Kashmir and their descendants, who are now settled in various parts of Pakistan. Locals argue that these reserved seats reduce their own representation in the region's governance.

Despite sustained protests, authorities went ahead with the election process without addressing the demand to scrap the reserved seats. The JKJAAC then called for a 'long march', which has been met with a harsh crackdown. The protesters, however, have shown resilience, maintaining demonstrations for months.

The movement gained renewed momentum after Osama Jaleel, a PhD scholar at Quaid-i-Azam University in Islamabad, was reportedly killed in police firing in Rawalakot. Jaleel had become known online for his fiery speeches at protest meetings, drawing attention to the locals' grievances.

The political relationship between Islamabad and Pakistan-administered Kashmir has long been complicated. Mainstream parties such as the Pakistan Peoples Party and the Pakistan Muslim League-Nawaz have repeatedly failed to fulfil the developmental aspirations of the people in the region. These grievances echo similar complaints from residents of Khyber-Pakhtunkhwa and Balochistan, where protests and insurgencies have persisted for decades.

The situation has been further inflamed by comments from Pakistani officials. Defence Minister Khwaja Asif infuriated protesters by calling them 'enemies just like Indians'. Such remarks have been widely criticised as inflammatory and dismissive of the legitimate concerns of the protesters.

India's Ministry of External Affairs has condemned the crackdown, blaming the 'Pakistani Establishment' for the violence. On July 31, the ministry said the 'crackdown has resulted in the tragic death of over 40 civilians and serious injuries to many'. It also highlighted an admission by Pakistan's Special Assistant to the Prime Minister on Political Affairs that 'mujahideen' trained by the state have now turned their guns inward.

The ongoing protests underline deep-seated issues of governance, representation, and accountability in Pakistan-administered Kashmir. As the election process continues, the authorities face the challenge of addressing the protesters' demands while maintaining public order. The international community has urged restraint and dialogue to resolve the crisis peacefully.
