Delhi's Old Two-Storey Homes Get Clear Path to Rebuild as DDA Approves Policy

The Delhi Development Authority (DDA) has approved a uniform redevelopment policy for decades-old, DDA-built two-storey houses on individual plots across the capital. This decision paves the way for owners to demolish and reconstruct their properties under clear, consistent rules.

Until now, redevelopment norms existed for vacant residential plots, but there was no common framework for already-built two-storey units. The new policy removes this inconsistency, granting eligible built-up two-storey units redevelopment rights on par with vacant plots.

The move is expected to benefit residents of older DDA housing schemes such as Naraina Vihar, where many homes were constructed more than 50 years ago under Delhi's 1962 Master Plan. DDA noted that several of these buildings are structurally deficient, making redevelopment a pressing need.

However, the approval does not amount to unrestricted rebuilding. Owners must comply with prevailing Master Plan provisions, including permissible Floor Area Ratio (FAR), ground coverage, height limits, structural safety requirements, fire-safety norms, and the Unified Building Bye-Laws. Conversion charges, scrutiny fees, and betterment levy may also apply where relevant.

DDA said the policy addresses a long-standing demand from residents and public representatives. It will not be limited to Naraina Vihar but will extend to similarly placed DDA housing schemes across Delhi. The policy applies specifically to old DDA-built two-storey dwelling units on individual plots, not to all DDA flats or housing societies.

In parallel, the DDA meeting, chaired by Lieutenant Governor Taranjit Singh Sandhu, approved several other major decisions. These include the Master Plan for Delhi-2047 (MPD-2047), which will guide the city's growth over the next two decades in areas such as housing, mobility, infrastructure, environmental sustainability, heritage conservation, and governance. The plan will now be forwarded to the Union Ministry of Housing and Urban Affairs for final approval and notification.

The DDA also approved changes aimed at expediting building-plan approvals and a key land-use proposal for the Rithala-Kundli Metro corridor.

Residents and homeowners now have a clearer regulatory path, but the practical impact will depend on the specific plot size, applicable Master Plan provisions, and compliance with safety and building standards. The final version of MPD-2047 is yet to be notified, and further details on implementation are awaited.
