Delhi to give every property a digital 'Aadhaar' card under new land records Bill
The Delhi government is preparing a new Bill to create a comprehensive digital record of all properties in the city, the Chief Minister's Office announced on Thursday.
Under the proposed Delhi Land Records Bill, 2026, each property will undergo a scientific survey and be assigned a unique 'Property Aadhaar Card', an official statement said. The Bill, however, will not be introduced in the Monsoon Session of the Assembly; the government plans to convene a special session later for its consideration.
Chief Minister Rekha Gupta stated that just as the Aadhaar card provides citizens with a trusted identity, every property in Delhi will receive a secure digital identity. She said this will make property records more transparent, organised and technologically secure.
According to Ms. Gupta, the lack of a systematic land records system has historically caused difficulties in proving ownership, property transactions, inheritance, securing loans, building plan approvals and resolving court disputes. She added that the new system will provide authenticated digital records, eliminating ambiguity and reducing land-related disputes.
In the first phase, the Delhi government prepared smart property cards for 30 rural villages under the Centre's SVAMITVA scheme, using drone surveys and technical support from the Survey of India. This pilot created authenticated records for rural areas and significantly reduced potential land disputes.
Building on that experience, the government will now conduct a comprehensive survey of land and properties across the entire National Capital Territory. The exercise will cover all residential, commercial and other properties in urban areas, creating a digital record for every floor of every building, ensuring no property is left out, the statement read.
