Delhi Assembly to Consider Two Key Bills: Ease of Business and Timely Services

The Delhi government is set to table two significant bills during the Monsoon Session of the Assembly, scheduled from August 7 to 11. The Delhi Ease of Doing Business Bill, 2026 and the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026 are expected to be introduced, according to sources.

Lieutenant-Governor Taranjit Singh Sandhu and Chief Minister Rekha Gupta reviewed ongoing efforts to streamline regulations and reduce compliance burdens. The ease of doing business bill is anticipated to be cleared by the Cabinet within a week before being presented to the House.

The second bill seeks to replace the existing Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011. It proposes a fine of ₹250 per day, subject to a maximum of ₹5,000, on officials who delay services without valid justification. The Cabinet had earlier approved this bill.

Separately, the Aam Aadmi Party (AAP) has urged Assembly Speaker Vijender Gupta to include Question Hour in the upcoming session. AAP chief whip Sanjeev Jha argued that the session would be ineffective without it, questioning whether the government is attempting to avoid scrutiny of corruption and irregularities across departments.

Jha requested the Speaker not to convene the House without Question Hour and offered the Opposition's support for an extension of the session if needed. He noted that normally, a 15-day gap is required for members to submit questions and for the government to prepare replies. Without Question Hour, he questioned the purpose of the session.
