Delhi Announces Stricter Winter Pollution Curbs: Ban on Construction, Non-BS-VI Vehicles from Nov 1

The Delhi government has notified stricter annual measures to curb winter air pollution, with restrictions set to be in force from November 1 to February 28.

A complete ban on dust-generating demolition and outdoor construction activities will be imposed from November 1 to January 31, except for essential public infrastructure projects. Finishing and allied works within sites will be permitted with safeguards.

Between December 10 and January 20, all construction and demolition activities will be prohibited, barring urgent public works.

Non-BS-VI vehicles registered outside Delhi will be barred from entering the city during November 1–January 31, with exemptions for CNG, electric vehicles and emergency services.

Offices will enforce 50% work from home during this period, except essential services. Parking charges at authorised sites will be doubled.

The measures will apply annually, independent of GRAP curbs notified by the Commission for Air Quality Management (CAQM).

Chief Minister Rekha Gupta said the move creates a permanent mechanism to tackle seasonal pollution.
