Dearth of institutional knowledge is worst aspect of government, says former TN Finance Minister

Former State Finance Minister P.T.R. Palanivel Thiagarajan has said that the lack of institutional knowledge is the worst aspect of government. He was speaking at a meeting organised by the Chamber of Commerce and Industry in Thanjavur on August 21, where he delivered a lecture on ‘Leadership under pressure in Business’.

Mr. Thiagarajan, who has served as Tamil Nadu’s Finance Minister, said that in a government, all positions are temporary. “Once in five years, elections are held. Once in two or three years, IAS or Group I or Group II officers get shifted,” he said. This frequent movement, he argued, prevents the accumulation of institutional knowledge and expertise within departments.

The former Minister drew a parallel between business organisations and government institutions. He explained that a successful business is built on a clear vision, strong values, and a distinct culture. The institutionalisation of these elements is essential for sustainability. “For a business, a clear vision with values and culture forms the core and institutionalisation of such visions and values helps sustain the business,” he said. He cautioned that any deviation or lack of continuity in these values can lead to decline. The same logic, he said, applies to public institutions, which require stable systems and preserved institutional memory to function well.

Elaborating on institutionalisation, Mr. Thiagarajan said it refers to creating systems that outlast individual leaders. It involves documenting decisions, maintaining records, and ensuring that knowledge is passed on when officials are transferred. In the absence of such structures, he said, each new officer has to begin afresh, frequently repeating mistakes and causing delays. This, he added, is why institutional knowledge is critical for effective governance.

As an example of the consequences, he cited state-owned transport corporations. In several such institutions, he noted, a major portion of the revenue, and sometimes more than the total revenue realised, is spent on salaries and pensions. This imbalance, he said, arises from a lack of institutionalisation and the absence of a systematic approach to financial management. The result is strained finances and reduced capacity for investment in services and infrastructure.

The event was attended by business leaders from the region. The Chamber of Commerce and Industry, Thanjavur, regularly organises such talks to promote dialogue between the business community and public figures. Mr. Thiagarajan’s address focused on how leaders can maintain organisational stability while under pressure, a topic of relevance to both the private and public sectors.

His remarks are significant in the context of ongoing debates about administrative efficiency and continuity in governance. He did not single out any particular government, department, or official. Instead, he described the dearth of institutional knowledge as a systemic weakness in the administrative framework. His comments highlight the need for reforms that preserve knowledge, ensure smooth transitions, and strengthen the institutional foundations of government.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
