Coonoor civic body seals shopping complex site over missing building approvals
Officials from the Coonoor Municipality (CMC) have sealed a construction site at a shopping complex in Highfield after inspections revealed that the work was being carried out without the required approvals. The action came in response to complaints from local environmental groups and residents' associations.
The construction, which involved levelling of land and use of heavy equipment at the site, was allegedly illegal. The Confederation of Environment Associations of Nilgiris (CEAN) and other local groups lodged a complaint with the municipality, following which a team of officials from the CMC, accompanied by police personnel, conducted an on-site inspection. The site was subsequently sealed.
Revenue Department officials said that a complaint had also been registered with the local police regarding the illegal levelling of land at the property. Arun Bellie, one of the activists who alerted the municipality about the construction activity, said that the building in question had been repurposed into a commercial establishment, which brings it under public scrutiny due to safety and planning compliance concerns.
“Whistle-blowers informed officials about the construction taking place without any approvals. Subsequently, it became clear that the permissions did not exist,” Mr. Bellie said. He added that a shopping complex of this scale, housed in a former factory, depends heavily on regulatory approvals to ensure structural safety and lawful land-use conversion. “If ordinary citizens are expected to comply with existing laws, then commercial establishments too have a moral and legal obligation to gain necessary approvals before commencing construction,” he said.
The sealing of the site underscores the importance of regulatory oversight in urban development. Local authorities have been increasingly vigilant about unauthorised constructions, which can pose risks to public safety and violate land-use norms. The Coonoor Municipality's swift action reflects a broader effort to enforce building regulations in the hill town, where terrain and environmental sensitivities make compliance particularly crucial.
