Police in Jammu and Kashmir's Budgam district have registered a First Information Report (FIR) following clashes between two rival Shia groups during a Muharram procession on Sunday, June 28, 2026.

The incident occurred in the Hardpanzoo area, where followers of the Jammu and Kashmir Shia Association, led by former Minister Imran Ansari, and those of Maulana Masroor Abbas Ansari scuffled during the religious observance.

Budgam Police confirmed the filing of the FIR via an official post on X (formerly Twitter), stating: “Budgam Police has registered an FIR in connection with an incident of scuffle between groups of Shia community at Hardpanzoo. A fair, impartial and evidence-based investigation is underway.”

Both groups have accused each other of instigating the violence. Police have urged the public not to spread rumours or unverified information and to maintain peace and communal harmony.

“Anyone found involved, irrespective of affiliation, will face strict legal action as per law. The public is requested not to spread rumours or unverified information. Maintain peace, communal harmony, and rely only on official updates,” the police said in their statement.

Muharram is a significant month of mourning for Shia Muslims, commemorating the martyrdom of Imam Hussain, the grandson of Prophet Muhammad. Processions and gatherings are common during this period. Authorities have called for restraint and adherence to law to ensure the peaceful conduct of religious events.

The investigation is ongoing, and police have assured that action will be taken based on evidence.
