Child Rights Panel Flags Implementation Gaps in Krishna District
The Andhra Pradesh State Commission for Protection of Child Rights (APSCPCR) has called for coordinated efforts across all government departments to strengthen child welfare in Krishna district. During a district-level review meeting held at the Collectorate in Machilipatnam on Wednesday, Commission members V. Gandhi Babu and Challa Madhusudhan Rao assessed the implementation of laws and programmes related to child rights, education, healthcare, nutrition, and protection.
The review, part of a three-day tour, brought together officials from the Integrated Child Development Services (ICDS), education, health, police, labour, transport, and welfare departments. Joint Collector M. Naveen also participated in the discussions, which focused on identifying gaps in the enforcement of the Juvenile Justice Act and other child-centric legislation.
Mr. Gandhi Babu observed that while several laws exist to protect children, their implementation remains inconsistent. He stressed the need for better inter-departmental coordination to address these shortcomings and ensure that benefits reach every child in need.
The Commission examined the functioning of 1,707 anganwadi centres in the district. It directed officials to provide immediate treatment and counselling for severely malnourished children through Nutrition Rehabilitation Centres. The panel also emphasised the need to ensure safe drinking water, adequate sanitation, proper nutrition, and the effective execution of welfare schemes.
Mr. Naveen urged all departments to implement the Commission's recommendations without delay. He instructed them to submit action-taken reports every quarter and maintain continuous monitoring to strengthen child protection and welfare measures across the district.
The visit underscores the Commission's ongoing efforts to evaluate ground-level implementation of child rights policies in Andhra Pradesh. Such reviews are intended to identify bottlenecks and push for corrective action, particularly in areas such as nutrition, education, and protection from exploitation.
Child rights activists have often pointed out that legislative frameworks are only as effective as their enforcement. The Commission's findings in Krishna district highlight a recurring challenge faced by many regions in India, where institutional coordination and resource allocation remain key hurdles.
The officials assured the Commission of their commitment to addressing the flagged issues. The next review will assess progress based on the action-taken reports, with a focus on measurable improvements in child welfare indicators.
