Cauvery Differences Between TVK and Congress Could Strain Ties in Tamil Nadu

Chennai: The Tamilaga Vettri Kazhagam (TVK) and the Congress party in Tamil Nadu are reportedly on opposite sides over the vexed Cauvery water-sharing issue, signalling possible friction between the two parties that are often seen as potential allies in the state’s political landscape.

The Cauvery dispute, a more than a century-old conflict over the sharing of water from the Cauvery river between Tamil Nadu, Karnataka, Kerala and Puducherry, has long been a politically sensitive topic in the region. Any stance taken by political parties on the matter is closely watched, as it has direct bearing on farmers and the public in the river basin.

While the Congress has historically supported a federal mechanism to ensure the release of Cauvery water to Tamil Nadu, the TVK, led by actor-politician Vijay, has reportedly adopted a more assertive position calling for a “final settlement” based on the Supreme Court’s orders. According to party insiders, the TVK has been critical of the Congress’s approach, arguing that it has failed to secure Tamil Nadu’s rightful share in the past.

The divergence, though not explicitly stated by either party, has come to light in recent statements and campaign speeches. TVK functionaries have accused the Congress of “soft-pedalling” on the issue for political gains, while Congress leaders have questioned the TVK’s experience and understanding of the complex legal and technical aspects of the dispute.

The Cauvery water dispute dates back to the pre-independence era, with the earliest agreement in 1892 and subsequent arbitration. A tribunal was constituted in 1990, and its final award was delivered in 2007. The matter reached the Supreme Court, which in 2018 modified the award and directed the Centre to frame a scheme for the implementation of the Cauvery water-sharing arrangement. This led to the creation of the Cauvery Water Management Authority (CWMA) and the Cauvery Water Regulation Committee (CWRC).

Political analysts note that the differences over Cauvery could complicate any future electoral understanding between the two parties. Tamil Nadu is scheduled to go to assembly polls in 2026, and the opposition camp is seeking to project a unified image against the ruling Dravida Munnetra Kazhagam (DMK).

However, both TVK and Congress have been cautious in their public statements, avoiding direct confrontation. In recent interactions, leaders from both parties have said that the Cauvery issue is a matter of national importance and that they are “on the same side” when it comes to the welfare of Tamil Nadu’s farmers.

The issue has seen periodic flare-ups, especially during the monsoon season when the release of water from Karnataka’s reservoirs becomes a point of contention. Farmers in Tamil Nadu depend heavily on the Cauvery for irrigation in the delta districts, and any perceived dilution of the state’s water rights is met with strong protests.

Experts say that the differing positions of TVK and Congress reflect the broader political competition in Tamil Nadu, where the Cauvery issue remains a potent symbol of the state’s rights. The debate is also tied to the larger question of how southern states should assert their claims in a federal structure where river water sharing is often a bone of contention.

The TVK has been steadily expanding its presence in the state since its launch in February 2024. The party has positioned itself as a champion of Tamil cultural identity and a strict guardian of the state’s interests. Its stand on Cauvery is seen as part of that larger narrative.

Congress, on the other hand, has a longer history in the state and has been a part of various alliances that have fought elections on the issue. The party’s leaders have maintained that a legal and negotiated settlement is the only way forward.

Observers point out that the differences are not likely to result in an immediate rupture, as both parties recognise the need to present a united opposition. Yet, the nuanced divergence on a matter as emotional as Cauvery could leave room for political exploitation by rivals.
