Burnham reshuffles cabinet: Reynolds returns as business minister, Rayner gets housing portfolio

British Prime Minister Andy Burnham has appointed Jonathan Reynolds as Business Minister and Angela Rayner as Housing Minister, his office announced on Monday (July 20, 2026).

Reynolds, who previously served as Business Minister under former Prime Minister Keir Starmer, lost the position in a reshuffle that gave the role to Peter Kyle. His new role as Secretary of State for Business, Innovation, Science and Trade carries expanded responsibilities.

Rayner had resigned from her previous posts as Housing Secretary, Deputy Prime Minister and deputy Labour Party leader last year after acknowledging an unintentional underpayment of taxes on a property purchase and a subsequent breach of the ministerial code of conduct.

Other key appointments in Burnham's cabinet include John Healey as Finance Minister, Ed Miliband as Foreign Minister, Shabana Mahmood reappointed as Interior Minister, and Yvette Cooper as Health Minister.
