BMC Launches CCTV-Monitored Drive Against Illegal Dumping in Mumbai

The Brihanmumbai Municipal Corporation (BMC) has initiated a citywide cleanliness drive, following directions from the Bombay High Court. As part of the campaign, the civic body will install CCTV cameras at identified garbage dumping hotspots, commonly known as Garbage Vulnerable Points (GVPs), and impose penalties on those found littering or illegally dumping waste.

The Solid Waste Management Department is overseeing the comprehensive campaign, which aims to improve visible cleanliness across Mumbai and its suburbs, prevent open dumping, and permanently eliminate GVPs—locations where garbage accumulates repeatedly despite regular cleaning.

Municipal Commissioner Ashwini Bhide issued instructions on August 1 to Assistant Commissioners of all ward offices, directing them to conduct regular inspections and maintain high sanitation standards in their respective jurisdictions. The order also requires that all identified GVPs be monitored through CCTV cameras, with violations attracting penalties. The locations have been mapped ward-wise on Google Maps, and the waste type and management shortcomings at each point will be studied to address root causes.

In a parallel effort, the civic body has launched a drive to keep Mumbai's footpaths obstruction-free. Assistant Commissioners have been asked to remove encroachments along major roads, including unauthorised hawker stalls and illegal ramps. This measure is intended to improve pedestrian access and reduce clutter in public spaces.

The BMC has also directed officials to address traffic bottlenecks on major roads and prioritise complaints about potholes received through the Marg App. Citizens have been using this application to report road issues, and the corporation has pledged swift action on these grievances. Additionally, immediate action is planned against unauthorised constructions across the city, which often contribute to sanitation problems and safety hazards.

The initiative comes in response to the High Court's emphasis on ensuring cleanliness in public spaces. By combining surveillance, penalties, and infrastructure improvements, the BMC aims to create a more sustainable system for waste management and urban maintenance. Residents are expected to cooperate with the drive, as the civic body seeks to shift from reactive cleaning to preventive measures. Regular monitoring and data collection will help the corporation refine its strategies and ensure long-term compliance.

While the drive represents a significant step toward better sanitation, its effectiveness will depend on consistent execution and public participation. The BMC has stated that it will review the progress of the cleanliness campaign periodically, with ward officers held accountable for meeting the set standards. As Mumbai continues to grow, such initiatives are crucial for maintaining liveable conditions and upholding the right to a clean environment for all citizens.
