Bihar School Students March 4 km to Protest Lack of Basic Facilities

Students of Simuara Middle School in Bihar's Gaya district staged a peaceful march of approximately 4 km to the Tikari Sub-Divisional Office on Tuesday to protest the lack of basic facilities at their school. The demonstration, involving students from classes 6 to 8, highlighted issues such as inadequate drinking water, poor sanitation, substandard mid-day meals, lack of fans and electricity, and insufficient teaching infrastructure.

The protest comes amid a broader wave of student-led demonstrations across the country, but this one was triggered by local grievances. A viral video showed dozens of students sitting outside the office of the Sub-Divisional Magistrate (SDM), refusing to disperse until their demands were addressed.

Taking cognisance, SDM Praveen Kundan formed a three-member inquiry committee comprising Assistant District Supply Officer Chandan Kumar, Executive Officer Ranjeet Singh, and Block Development Officer Yogendra Paswan to inspect the school and submit a report. An official confirmed that the SDM, who was on field duty, met a group of six students, including three girls, along with teachers. The students reiterated complaints about drinking water, toilets, mid-day meal quality, uniforms, and the absence of fans in classrooms.

The headmaster was issued a warning and directed to resolve the issues within four to five days. The inquiry team visited the school and is conducting a detailed investigation.

Following the protest, a surprise inspection was conducted on Wednesday by District Programme Officer (Elementary Education and Samagra Shiksha) Nityam Kumar Gaurav and Block Education Officer Dr Abhay Kumar Raman. They directed the headmaster to restore normal functioning within seven days, warning of strict departmental action if complaints persist. Specific directives included ensuring cleanliness and repairs of classrooms and toilets, improving mid-day meal quality, completing electrical wiring and installing fans, adhering to the prescribed timetable, and maintaining lesson plans.

Disciplinary proceedings were initiated by the Block Education Officer on July 28. A show-cause notice to the headmaster sought explanations for the students leaving school during class hours, the lack of regular teaching, allegations of insects in the mid-day meal, and failure to organise educational excursions. The notice stated that the allegations 'appear to indicate an inability to run the school' and that the incident 'brought embarrassment to the entire department.' The headmaster was asked to submit a reply with evidence within 24 hours, and his salary for the day of the protest was withheld pending a satisfactory explanation.

Similarly, seven teachers received separate show-cause notices regarding their role in the protest. The notices questioned classroom teaching practices and the circumstances that led to the demonstration.

The incident underscores ongoing challenges in rural educational infrastructure in India. While the authorities have responded with inquiries and directives, the sustainability of improvements will depend on consistent monitoring and resource allocation. The students' peaceful protest highlights the importance of civic engagement in demanding accountability from public institutions.
