Advocacy Group Urges States to Allow Private Bikes as Taxis, Phase Electrification Gradually
A recent report by consumer advocacy group CUTS International recommends that state governments explicitly permit online transport aggregators like Uber, Ola, and Rapido to onboard private motorcycles for use as bike taxis. Instead of requiring permanent commercial conversion, the report suggests adopting 'lightweight permit models' to recognize these vehicles.
The report, titled 'Harmonising Bike Taxi Regulations in India,' also advises against immediate fleet electrification mandates. It calls for a phased implementation approach, allowing operators time to transition.
The bike taxi sector is emerging as a crucial component of urban mobility, offering affordable last-mile connectivity in areas with inadequate public transportation. The sector also provides livelihood opportunities for millions of gig workers.
According to the report, the bike taxi market could reach $1.46 billion by 2030 and generate more than 5 million gig work opportunities. The recommendations aim to balance regulatory clarity with flexibility, fostering growth while addressing safety and environmental concerns.
The report urges states to avoid overregulation that could stifle innovation and employment. It emphasizes the need for a uniform regulatory framework across states to enable seamless operations for aggregators.
