46 Meitei Insurgents Surrender in Manipur: Historic Mass Turnaround

In a significant development for peace in Manipur, 46 active cadres of the banned Kangleipak Communist Party (People's War Group) [KCP(PWG)] laid down their arms on Tuesday at the Assam Rifles headquarters in Imphal. Manipur Chief Minister Y. Khemchand Singh was present at the ceremony.

The surrendered cadres, aged between 22 and 53, included members operating from Myanmar as well as those active in the Imphal Valley, primarily involved in extortion activities, according to Assam Rifles officials. They voluntarily surrendered 28 weapons, including AK rifles, INSAS rifles, carbine machine guns, rocket-propelled grenade launchers, and a large quantity of ammunition and explosives.

The Ministry of Defence noted that none of these individuals were party to previous peace agreements, making this mass surrender particularly noteworthy. The KCP was founded on April 14, 1980, by communist ideologues Y. Ibohanbi and Ibopishak, but over time, ideological fragmentation led to multiple splinter groups. The People's War Group emerged as a highly disruptive faction, severely affecting districts such as Imphal East, Imphal West, and Kakching through anti-social and anti-national activities, the Ministry said.

Historically, surrenders from the KCP (PWG) occurred in small numbers—five to twelve cadres at a time. The simultaneous surrender of 46 cadres is unprecedented for this faction. While it may not signal the complete dissolution of the group, it represents a severe operational degradation, significantly dismantling their anti-social networks and territorial reach, the Ministry added.

This turnaround is the result of weeks of coordinated outreach by the Assam Rifles, Manipur Police, and allied agencies, supported by the state government. Their civilian-first approach successfully motivated the cadres to give up militancy, clearing the path for long-stalled public infrastructure development and regional prosperity.
